Does anyone know how much it would be to hire an interior designer for condo's under 800 SQ? Also, how much would it cost to just get advice on how to design the space, if I wanted to do it on my own?

Do ID's work their payments on SF or the actual detail required? You need to research who you think is suitable, what you can afford and then have some initial (free) consultations with them.
