i recently looked at an apt in the building and hallways were really shabby and the elevators weren't working...
what plans are there to modernize the infrastructure... the real estate agent seemed to know nothing.

All the elevators in the Lincoln Towers complex are getting close to 50 years old and will need major renovation work. Some of the buildings have already started working on them. So, if 185 hasn't done so, they probably will in the near future. I're sure the management company can tell you what capital improvements are in the works or will be in the future. Elevators may be one of them.
