Negotiating Price on New Developments

I've just started looking to buy an apartment and have looked at some new development. The brokers for several of the developments (both boutique and larger buildings) have stated that the developer absolutely will not negotiate the asking price on an apartment. I've been wondering if this is accurate or if it is just a negotiating stance. Is it worth it to try to submit an offer below the asking price? I've come across some places that I really like that are about $30k - $50k more than I wanted to spend. I apologize if this has been asked before or if the answer is obvious, but I'm new to this. Thanks.
I think it really depends on the development and situation. I have been to some new developments where the open house was packed and the building wasn't even finished yet. When the broker there told me the price was not negotiable, I believed her. However, I went to other open houses where no one was there and the units were the last to go in the building. The brokers there told me openly that they were open to negotiations. But even in situations where brokers say the price is not negotiable - there are other ways to negotiate $. Sometimes the sponser will pay for the transfer tax (approximately 2% of the apartment price) or they will help out with the closing costs.
If the building is selling well, I doubt they would, but if there are many left after being on the market several months, maybe. Also, if you come to the sales office without a broker, they may give you a little bit of reduction since they usually have to pay a broker commition.

Depends. If they ae selling well expect no concession. Howeever, we were able to get a slight concesssion out of one developer that was trying to sell one of the last units, which was a second floor one. However, the developer would not come down enough (IMO) and we passed. That unit is still on the market almost 3 months later BTW.
