Who Checks Condo Compliance for FHA Spot Approval?

I am researching using FHA spot approval and want to know who we would contact to research whether a particular unit would qualify - a loan officer or RE agent? We are interested in the last remaining unit in an otherwise fully occupied new development in Brooklyn, NY.

Has the HOA been turned over to the unit owners for at least one year? The bank underwriter would be able to tell whether it qualifies based on a questionnaire that is filled out by the management company. May I ask which building? sunny_hong@countrywide.com
