Is there a right way to paint prewar apt?

I want to have my place painted and I got similar estimates from 2 contractors who want to do it differently. THe first one wants to strip as much as possible around cracks(and there are plenty) and then spackle and paint. THe second one strip around the crack then TAPES the crack then paints. One says taping is must the other says he strips such large area that it is not needed and he does not want to do it. Anyone has experience with this type of work? BTW both badmouthed skim coating as ovepriced and sure to crack again.

BTW the price come out to about 1000 per room for labor. Does the price sound okay?

I have no idea. I would assume on doorways. BUt they have since been painted a number of times.

So lead is covered with other paint
