On the klunker thing, well we already destroyed the planet creating these clunkers and presumably these people had vehicles and made a choice to buy gas guzzlers awhile ago (akin to IO No Doc mortgages, no?) and now when they would've bought fuel efficient cars anyway =====> we are just subsidizing their bad behaviour. No different than if the tobacco industry started shrinking and laying off people and the gov't stepped in with a $1 pack rebate. They also took $2B of renewable energy funding to provide additional Klunker funding... that's sorta like taking $2B from mass transit funding from NYC and giving it to Iowa where the average citizenry lives on 2000 psf of living space. You do know the mere fact of living in large cities decreases your carbon footprint exponentially.

IMHO, the gov't should levy an additional $.25 federal fuel efficiency tax every year for the next 20 yrs (it would be $5/gallon total at the end of 20 yrs). This will most efficiently ensure our energy independence vs. brow-beating India/China on their energy consumption, fighting a gulf war, doing a Carbon cap and trade, Klunker program, a federally mandated/governed bio-fuel crap, etc etc etc... that's my economist hat.
