Paris - office space available everywhere

I just returned from a lovely week in Paris. I noticed that throughout Paris proper, banners were hung indicating TO RENT - OFFICES.... Everywhere. Beautiful buildings. MANY, Many signs. The government lowered VAT to induce consumer spending. Upon my return yesterday (via EWR) - the taxi line was EMPTY -- 100 people stood on line to take the BUS into the city. Not apples to apples, but interesting nonetheless....
i didn't notice the office space availability, but i can be rather focused and i was looking at retail. retail actually seemed a bit better than last summer (the retail situation in Grasse seemed rather awful, but i've never been there before, nice and the luberon seemed OK). will be interesting to see next summer.
the taxi line at JFK was also very sparse, at around 6:00 p.m. but i have no idea whether or not people were choosing other transportation methods, or if it was a coincidence.
