unsafe electrical wiring

We purchased a coop a year ago and are now fully learning some of the renovations the previous owner completed are not up to code (primarily the electrical wiring-moveing of the electrical breaker box) . Wastold by electrician the work/wiring is very dangerous.. I plan to have this replaced-and brought up to code but is the coop in any way responsible for allowing this work to occur-since my guess is that none of this was approved andsignedoff by the buildings board and or electrician? I can not tell from proprietary lease if any responsibility fallswith coop... Thoughts-or recommendations on who I could speak with for advice on this issue.
