Do you need to file with building department for kitchen renovation if you're not removing or building any walls? Just a cabinet replacement? What if the building is in a landmarked neighborhood? thanks in advance for any direction you can point me to.

no -- but your coop may require approval and insurance -- you need permits for pluming and electrical work.
