Has It Become Harder to Build in Manhattan?

..given the year of the flying cranes last year? media blasted construction guidelines and new proposals were to be enforced.. given the general red tape of the city & easy talk.. on a real & practical level has it become harder for developers to build today (not that the gates are flooded or anything)? just thinking a coupe of years down.

The hardest part was land prices and getting contractors/construction equipment.

Thats muuuuuuch easier now....
