Netting on a terrace

I've looked at several apartments with small terraces. Some of the terraces have brick or another material which surrounds the entire terrace near the floor. Other terraces have a small gap between the floor of the terrace and the railing. What do you think of putting netting on the railing and/or are there any other options to close the gap between the terrace floor and the railing?

Two reasons: 1) I'm a little afraid of heights and if I buy an apartment which is on a high floor and has a small terrace, I'll psychologically feel safer with no gap at the base of the railing (I know it's silly) and 2) I have a small dog and I would get nervous if he were on the terrace with me and his paws were in this gap area. I knew someone would ask me why. I've seen a few terraces which have netting primarily because of small pets and sometimes because of pigeons if a low floor.
