Does anyone know of lenders who will provide HELOC or home equity loan for a home with less than 30% equity? citi and BofA are requiring 35% and 30% equity respectively...

No. I just tried at a 80% LTV and was told same. I was told I needed $3.0 million LIQUID. so... no.
