$1.6 million was the highest bid. It does not mean the seller accepted it. Most likely they will reject it.

I believe this is the one that built the top floor without approval and the new owner will have to take the top floor off and pay fines etc. Therefore, although I am not sure, the deal at 1.6 might represent a real accepted offer.
