I can tell you from personal experience that a 2 bedroom in LUX building with a fair market rent that is lower than it's been in the last 5 years is languising dispite a fresh coat of paint, having the floors refinished and new kitchen cabinets. This apartment is on east 37th street and has a history of fast renting. It's only one place...but, it painful not to have it rented.
