Is this building stable...16 Park Avenue

Hi - Looked at a few apts in this building.....64 units on park and 35th....mtce seems to run 1.6 to over 2X the sq footage and they only have $117k in reserve fund......anyone know if this is a good building.....some good values pricewise in apt but is this a nightmare waiting to happen in terms of assessments and maintenance?
