What is standard practice in NYC is you have a verbally accepted offer without a contract and another offer blows it away?

Shrug and move on. Unless you want to raise your own offer because you think the place is worth it and you believe the other offer is real. You have no other recourse -- the deal isn't real in NY until both parties have signed on the bottom line.
