FHA 203(k) loans

I am sure this has been covered before but can anybody give me a rundown of what the criteria for an FHA 203(k) loan is? What are limitations? Is this still available at all? Anything to be aware of?

There's some horror stories about the program -- Philly Inquirer had one recently (http://www.philly.com/inquirer/real_estate/20100321_On_the_House__The_203_k___A_mortgage_horror_tale.html) and NYT also just went into some detail about it: http://www.nytimes.com/2010/03/21/realestate/21WCZO.html. Sounds like a great idea but a mountain of paperwork.
