I hope the Prisoner of Second Avenue is safe.
I never equated "bottom" with bldgs falling down.... oh well... I should take things more literally...
I'm too lazy to read the article, but it sounds like the MTA's promoting redevelopment on behalf of some buddies, and not truly structural problems.
do buildings that are about to crumble go into the 'reverse shadow inventory' column?
Yes. Of course, when a 5 story walkup crumbles, a 50 story building usually replaces it.
