Has anyone combined two condo units in 2010?

I am in the process of combining two units in a condominium and have an Alt-2 pending at the DOB. My expediter is telling me that the NYC department of finance (whose approval is needed before DOB will give approval) requires an amended condominium declaration for combinations after 1/1/2010. Needless to say, this is a huge issue that requires a 2/3 vote of all of the unitholders in my building, not to mention the legal expense of drafting and filing the document. Has anyone combined two condo units this year successfully, and were you required to amend the condominium declaration prior to obtaining a DOB permit?
