what is a reasonable offer?

I am interested in a building in Cobble Hill that is selling for 2.5 mio. I am ready to make an offer for 1.9 cash. How reasonable is that on our current market? the rent rolls show market cap rate 5.6% currently.

so many variables - condition of the building, systems, etc. i'd want to crunch the numbers more first. ask the seller's broker to give you some market data.
