Basement square footage is worth less and it cannot legally be called a bedroom. I would value it at 40-50% less than regular square footage. Even ground floor is not optimal, higher floors are worth more.

Depends on what kind of basement.

Fully-finished, 8' ht basement with natural light in a TH & separate exit adds value, but not as much as a bedroom floor.
