Proposed E. 91st St Marine Transfer Station

I just learned about this today - anyone on know more information about when this might happen and if it will indeed happen? How do you think it will effect surrounding property values (not to mention being an environmental concern)? I'd imagine that the Glenwood buildings in that area would lose some luster with a view of a garbage transfer facility..what about the residents along York Ave? Will they be dealing with rows of garbage trucks? I'm asking because I like the neighborhood and am looking to stay - hopefully to buy here - but I'm concerned about this latest info that I've come upon.
