I’m looking to build a wall in my studio to separate the living area from the bedroom area. Would there be a way to build something within code that would not require any electrical outlets in the wall? The area is 12’ long. My goal is to avoid the electrical work because my building will require me to do additional electrical work if any modification is done.
How about french doors instead?
Given the space and code constraints, you might want an operable wall. Not cheap, but look at raydoor.com. You can probably get a storefront maker to build one cheaper.
French doors aren't for me.
Is there a code definition for the requirements of outlets?
The expense for the electrical work they are forcing me to do is far more than any wall I've seen so far.

You should only need to run bx and the outlets , shouldnt cost more than $400-500
They're requiring S/C detectors and an upgrade to the fuse box to circuit box as well.
The s/c detectors could be purchased from Home Depot and do not have to be hard wired. They are telling you that if you add an outlet that you need to upgrade the box? That is a little extreme. Upgrading the box could cost $1200 and up
