Bus Idling on Broadway

Is anyone who lives on Broadway between 92nd and 96th becoming irritated by the line of idling buses. It just doesn't stop. I just don't understand why after numerous complaints to 311, the mayor's office and the MTA they cannot stop idling.
Move.
In our neighborhood, what seems to have lessened the frequency in the past is to slowly walk around the bus aiming a video camera at the driver and capturing any numbering, etc. It doesn't seem to matter if the camera is turned on or not, but if it is, nobody is stopping you from putting it up on YouTube? Start a FaceBook viral group? I believe there is a time limit of how long a bus's engine can remain running while idling, maybe two minutes, I'm not sure. Actually, the problem around here is the winter, when drivers keep the engine idling to remain warm (instead of putting on a sweater, etc.). Web 2.0 is so dead. This is Web 3.0?
