What is the deal with the common charges in this building (and many of the others in Battery Park)? Why are the operating costs so much higher here than in the rest of the city?

Properties in BPC are all land lease buildings, which means the condo does not own the land beneath the structure. BPC is also run by the BPCA, which makes it a lovely place to rent, but a pretty awful deal to buy into.
