Why doesn't this PH close ? It's been in contract a very long time.

Says who? Last I checked it wasn't in contract at all.

He is referring to PH30(in contract) not PH31. Additionally, any thoughts on a reasonable price for PH31? I think 10.5m to 11.5m.
