Late move-out: $ withheld from security deposit?

My "luxury" rental building is very strict with their elevator policy during move-outs. They want everything done by 4 pm and they say they will charge me $60 per half hour if I exceed that. Can they subtract that money from the security deposit or is that specifically only for damages to the apartment (of which there will be none)?
