Manhattan vs. Bklyn property taxes??!!

Why are property taxes in Manhattan so much higher compared to Brooklyn? Whether it's an apartment or a townhouse, taxes appear to be 3-4 times higher in Manhattan, even with comparable properties (prime location, size, market value). Is this true across the board as a general principle? Or does it depend on some other factor?
