Certificate of Occupancy

We purchased an apt in the Sheffield. We went for a walk through yesterday, and while the apartment is finished, the hall ways are still not finished. Can they receive a certificate of occupancy if the floors themselves arent done? They're not in bad shape, but theres no carpet and the walls arent painted. basically, it looks like a construction zone.

I believe you need to research what would qualify for a "temporary certificate of occupancy."
