Is the view going to be blocked?

I just looked at a coop on the 7th floor of a 8 story building. Right now there are open views. The RE broker was honest enough to tell me that there are plans to demolish the garage directly adjacent to this building and building another building. He guesses it's going to be another 8 story building but doesn't really know and doesn't know how that will affect the view. Is there any way I can find out what the plans are? I've already check the Dept of Building site and there doesn't seem to be any work permits, but I am not sure if I am looking for the right documents. I did find out that the deed was transfered over Dec 2006, so maybe they are still in the planning stages? Any thoughts?
