placement of electrical outlets?

Discussion about
for a pre-war gut, are there any guidelines for placement of electrical outlets? Is it a matter of personal preference or a code that has to be followed? What are your preferences, in the baseboard molding or a foot or so above the floor? Is one way better or cheaper than another? I wouldn't thing there are any issues for crawling babies, if both places have those safety coverings. Maybe for flood control on the first floor would suggest a higher placement, but not above the first floor?

The code dictates the distance between outlets, but not the height. You definitely will pay more to put the outlets in the base molding, but in my view at least that is way more attractive, particularly if you have substantial base molding. If you are worried about floods that would run several inches up your wall, you should divert your attention to more pressing issues.
