Making BS threats is no way to govern. Bloomberg threatens to lay off people virtually everyday and in 99% of the time, never carries through. Bloomberg should never be president. What will he tell dictators who misbehave? "I'm going to bomb you"? Sure, and they will all laugh at him...

Because he gets concessions that way? Sounds like a smart move.
Know how he avoided layoffs last time... he got the 2% RAISE (yes the one scheduled for during the collapse) cancelled.

Actually, the main reason Bloomberg did not lay off teachers last time was because Congress passed a special bill to prevent teacher layoffs.
