How to figure out square footage?

When calculating square footage for a house (for either purchasing or buying), what is the standard? I've noticed that some homes list square footage by using the measurements around the outside of the home. Some also include basement space that could be finished but is not yet finished. These things seem off to me. Thoughts? Experiences? Is there a certain way of doing it that is "best practices" for realty sales? Thanks!

Or just see how the particular county's assessors measure, and use their number for everything you look at.
