Yes, it is included. I would look more carefully at the apartments and ask about the insect infestations that they have there. (HUGE waterbugs, centipedes, cockroaches, flying beetles, and silverfish that will not go away). I even heard of several apartments that had bedbugs.
I have moved out and I haven't had issues again since.
