sidewalk repair advice

There's a piece of sidewalk that recently became damaged, and now poses a tripping hazard. It's in a Landmarked area, so as I understand it, an LPC permit must be issued as well as a DOT permit, which is dependent on LPC's permit. Problem is, LPC permits take a long time, during which pedestrians are exposed to possible injury and the property owner to liability. Is there anyway to do an emergency repair to a sidewalk that will not incur DOT & LPC violations for work without a permit? Advice?
Find a reputable sidewalk repair contractor. I haven't installed a sidewalk in a while, so I can't recommend one. Try the BlueBook (http://www.thebluebook.com/)
Any reputable & experienced NYC sidewalk contractor will understand that you are in a Landmarked area & so they will obtain both a DOB & a LPC permit asap.
Another possibility is if you have used a general contractor (who you liked) in the past, call him & let him do the sidewalk.
If the damage is really bad, perhaps make a temporary repair to immediately alleviate the trip/fall hazard.
