Bedbug History of an Apartment or Building

I'm looking for an apartment at the moment. If there is a bedbug history, is the agent responsible for volunteering that information, or must I ask?

It is now NYC law that every lease must have a bedbug history disclosure enclosed so before you waste your time submitting paperwork, by all means ask when you see an apartment you like. I suspect that soon landlords will be asking tenants to acknowledge if the place they are vacating or they themselves have any history of bedbugs, but we are not there yet.
