Multiple Brokers on Listings

Discussion about
When there are multiple brokers on a listing, are they usually co-broking or competing with each other? I e-mailed both brokers on a site regarding taking a second look at a unit I'd seen at an open house, and both called me back quite quickly and separately. The second one seemed quite concered that I had already set up an appointment with the first, and mentioned that if I had been to an open house, I had seen it with him first. Why had the both been listed on the same Bellmarc site as "exclusive"?
