this building is far from immaculate - from the second floor on, the wall paint is chipping and there is severe water damage to the walls on the top floor. the basement is gross and the uncovered light bulb in the 'foyer' was out. there is also the distinct smell of dust and mold.

1600 for a studio in that area is CHEAP...

Severe water damage= mold= respiratory damage
That can not be acceptable regardless of the asking rent..
Paint chipping, odor, light bulb is more aesthetic deficiencies (not acceptable nonetheless) however, mold is not a minor issue..

No it is not. I also noticed that this particular apartment has had turnover what appears to be every few months. That's a red flag. Not cheap if you have to come up with money/agent fee to move in and realize you always feel sick. Then to break the lease and move, not a bargain.
