Heat in rental building

By law, what outside temperature should trigger the heat in an apartment building ? I'm cold!

Curious, does your bldg provide heat or do you have in-unit heaters?

Mine is weird hybrid of both. It has hotel-style wall-mounted HVAC units that turn on automatically when the temps are as the links state, but you can manually turn them up hotter. We only pay for the extra heat.

But I have lived in places with old fashioned radiators and also with the same wall-mounted units but where the heat was NOT included. In the final type of unit, even though I had to pay 100%, it satisfied city requirements.
