Central Park West

I am interested an apartment in a building on Central Park West without a park view. These buildings seem to have two elevator banks - an east bank with $6M and up apartments overlooking the park and a west bank with more modestly priced apartments without the view. My question is this: How do the two classes coexist in one building? Is there tension between those living in "first class" and those living in "coach"? Who controls the board? Are decisions regarding making improvements more contentious than in more homogeneous buildings because of different expectations and different resourses?
