1st mths rent/security deposit - application time?

I am looking to rent an apartment here in NYC and was going to put in the application. The mgmt companys leasing agent mentioned that the 1st months rent and security deposit - certified checks are to be given at the time of application. I thought that was strange Any insight please. From my experience both 1st month and security certified checks are given at the lease signing - whats your experience? How should this be handled?

it is the management companies prerogative, but unusual.
