I own a 7th floor condo in NYC . It s is always so hot that we need fans or A/C running all winter long. When I ask the super about it he tells me that to provide heat to the top floor ( 10th) the heat needs to be that high and there is nothing he can do about it. At a recent owners meeting I was told that ir I stuff the baseboard radiators with "insulation that will reduce the heat. Has anyone heard of this ? if so what type of insulation. Thanks

I don't know what your super is talking about.
The risers (in the vertical bulkheads) in my condo gave off so much heat, that's what I did.
On the 9th floor of a 13 floor condo. Really.
