$30k discount, is it a deal?

I'm considering an apartment I can buy for about $30k below that of a compable one in the same building. This one requires replacing/re-finishing a 500SQ floor, retiling the bathroom, installing a dishwasher, re-painting living room and bedroom walls and cleaning up small lose ends in order to bring it up to the comparable condition. Am I better off buying this one or the compable one? Thanks for any thoughts.
