Certificate of Occupancy - How to tell

I am looking at some new development and keep hearing agents say, well we're supposed to get our c/o in two months. The invariably they add the caveat, but of course you never know then say how unreliable the process is. So is there anywhere that I can look myself to see when the c/o is supposed to happen or things that I can look out for to make sure I am not sitting around for six months after making a purchase??
