what is a "wall" and what is "removing" a wall?

I have read that if you knock down a wall you need to get a building permit. If you are remodeling your bathroom and remove the existing sheetrock is that considered removing a wall? The studs are not being removed or moved.

That is not considered removing a wall. Most buildings in Manhattan will not require you to get a permit for gut renovating a bathroom. The plumber should get one, which is not a big deal.
Primer, if a plumber gets a permit and the city comes to inspect his job, won't they see that the walls have been removed without a permit (if there is a gut renovation going on)? I am assuming they inspect when everything is exposed. Also, is it the building that requires it or the city?

In theory you only need a permit if you are removing load bearing walls. For your project I would get a permit. If you were just renovating the bathroom the plumber should pull a permit which is very different
