the answer is......

it depends. there are so many different factors that getting the right person to review is the right thing to do.

it can be very easy... or almost impossible.

If you don't have a deadline, can carry it for a few years without blinking an eye, and have a really good reason for jumping through all the hoops AND paying for the attorneys and other experts you will need to have working on it -- then you might be able to pull it off.
