Anybody familiar with Telecom Bulk Contracts?

Discussion about
Such as, those customarily signed for example with Time Warner? What are normally the terms of the agreement, and how is it affected once a competing Telecom provider is allowed to serve in the building? If a Board wanted to preserve such contract, at the expense of reduced competition, what recourse do residents and the telco providers have under Federal and State Telecom Law and City Cable Franchise agreement to force competition?
