do they lie?

just curious what the feeling is if brokers lie about receiving higher offers. I just made a good (IMO) offer on a place for 3.6...(I always knew there was another possible offer coming in) I was told that I was then outbid..but that the seller could be probably be talked into making a deal with me for 3.75-3.8 -- (they were asking 4.1) If they're now inclined to make a deal with me for not huge bump..how much higher could the other offer really be? (obvs..I see what the spread is) so just curious if opinions are that this is true or if the broker is just trying to inch me up.
