Windows Guards

Whats the official rule on these things? Do people fill out these forms truthfully? Windows guards look ugly. Also who pays for it if you are in a condo or coop and not a renter?

They are very ugly. I think if you have children it is necessary, other then that....

I only know about our case - Our COOP pays for them. I presume that under the Multiple Dwelling laws COOPs, at least, are required to pay for them.

Yes, ugly and block light, but better than the alternatives. We used to live in a high-rise where they just put stops on the windows so you could only open them a few inches instead of installing the bars.
