Central heating in my building

Hello, I am a land lord. I own a building with central heating. It's a mix used building with a store first floor and 3 apts on top. The store has it's separate heating system but the apts has one huge boiler and heating system. In the future I want to divide the heating and boiler for the 3 apts so they can have control over the heating themselves. Currently, what I do is I have 3 separate thermostats in the basement and it controls for the 3 apts. Because the thermostats is in the basement it goes by room temperature of the basement. So sometimes the apts can be hot but because the thermostats is in the basement it can be cold in the basement and the heating keeps working. I was wondering if there is a way to have the thermostats put up in the apts instead.
